What "compliant" actually means for school programs

EU Directive 2003/20/EC requires seatbelts in all M2/M3 coaches. Some EU member states layer additional requirements about belt-use enforcement and safeguarding. When the program needs more than a coach

Larger cohorts moving between countries increasingly use full aircraft charters — one aircraft, one manifest, one supervised boarding — and reserved rail carriages for scenic legs where a dedicated car keeps the group together.
